Guardian of Time. A tiny Guardian who has traveled from the future to save Zelda. It was broken in the fight against Calamity but has now been repaired and reactivated thanks to the efforts of Link and the others.
Terrako
Using parts salvaged from all across the regions of Hyrule, Terrako is at last ready to be reactivated. As everyone looks on intently, Terrako's eye finally illuminates once more. It spies Zelda, her eyes wet with tears of joy, and it plays a lullaby for her once again.
Robbie: Hehehe... That does it. EUREKAAAA! Uh... well, maybe not...
Purah: Yeah, hold your horses, champ. 'Cause... I mean, I don't think it's working at all.
Zelda: Was there something we didn't do?
Urbosa: You've done all you could. The results will surely reflect that.
Revali: Calm down. The thing's probably just stretching out its nap.
Impa: Yeah, I'm in agreement with Revali.

Unlocking Terrako
Terrako is unlocked by completing the Challenge Terrako's Return. You can see the recommended level and location on the map below.
In essence, unlocking Terrako is all about collecting Terrako Components. You acquire these components from Challenges and use them to unlock the various Quests, leading finally to Terrako's Return.
